Ability to "audit" and "annotate" a previous report

As someone who checks the quality of surveyors work within my company, I'd like to be able to audit and "annotate" an existing report, so that I can provide feedback to the person who completed the survey or external examination bodies such as UKAS.
Ideally, I'd like a checklist of "tasks" to run through and provide comments on, for example:
- Scope of Works is included.
- Site Description is well written.
- Floorplans have legible labels.
- etc.
