Improve inspection item sorting (Mobile App)

On the mobile app, inspection items should match the order in which they're carried out for the relevant template type.
Example:
During an asbestos survey, surveyors typically record room notes first (it's the first thing they do when they walk into a room), and then they record individual inspection Items within the room.
However, on the 'Asbestos Survey v4' template, inspection records are ordered
alphabetically
, with 'Items' at the top, followed by 'Locations'. This causes the items to jump around because it doesn't mirror real-life behaviour.Logically, you'd also expect the Location to appear at the top of the list since it's likely the first thing you recorded, so having it at the bottom may be confusing for the user.

Matching the order of the choices on the inputs would be a reasonable way to improve this behaviour.
