Limit which reports can be added based on the pipeline

Each pipeline should have a set of "allowed reports".
For example:
Asbestos Surveying Pipeline:
- Risk Assessment
- Asbestos Survey v4
Asbestos Air-Testing Pipeline
- Risk Assessment
- 4-Stage Clearance
- DCU Clearance
- Air-Test
When coupled with the ability to restrict pipelines to specific users, this will prevent our users from accidentally adding the wrong report to a given job.

I'd like to expand on this.
When a pipeline is added, some reports could be marked as "required" such as a Risk Assessment or a Method Statement.
This would ensure that the surveyor is prompted to complete all of the relevant documents for the job.
